Originally authorized as part of the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 (MMA, P.L. 108-173), D-SNPs began operating in 2006. Webparticipants in aligned D-SNPs increased from 11.5% to 11.7%, and the percentage of participants in un-aligned D-SNPs increased from 28.7% to 28.9%.
